Rationale here is to allow for more complex sequential condition logic
In this test, several users cross-check a joint statement, and sign their approval as JWTs, which we call "statements". A sequential TACo condition is used to validate that statements are valid and that all users agree on their semantics. This test uses JWTConditions and AtLeastCompoundConditions
