Japanese (CJK?) UI fonts ignore fontconfig settings #10422

- Have you checked for system updates?: Yes
- GPU: AMD Radeon RX 580
Steps for reproducing this issue:
- (Optional) Copy or symbolically link fonts from Windows
- Set the Steam client language setting to "日本語 (Japanese)"
- Opt-in to the Steam Beta Updates
On the current Beta channel client, it appears that msgothic.ttc: "MS Gothic" is selected for all of the UI in environments where the fonts were copied from Windows. also, even if I remove the Windows font and fc-cache it, it seems to fall back to a different font than the previous or current Stable.
As shown in the screenshots, this problem does not occur when I run Stable (1705108172) in the exact same environment.
